The NATO Secretary General Mark Rutte has said during a press conference with Foreign Ministers that Russia is “making gains along the entire frontline.”

Rutte said that the new NATO command will coordinate weapon deliveries to Ukraine and this will start by the end of this year, he told alliance Foreign Ministers.

Rutte said, “I expect the new command in Wiesbaden, the NATO Security Assistance and Training for Ukraine, to be fully operational by the end of this year.”

Rutte is hoping that the NATO members will place Ukraine into a position of strength when the time comes for talks.

However, the Kremlin spokesman Dmitry Peskov said on Wednesday that negotiations are at this point non-existent.

He told Izvestia newspaper, “There are no grounds for negotiations at this point,” even though a number of countries have offered to host them, including Qatar.

Peskov said, “Indeed, the emirate is playing a very active role in mediation efforts on a wide range of issues, and is doing so in a very effective manner. Apart from that, our bilateral relations with Qatar are developing very well.

“And we are grateful to all countries, including Qatar, for their good will.”

Vladimir Putin, speaking at a Valdai International Discussion Club session said that Moscow is open to talks, but not on the basis of Kyiv’s “wish list” and will have to be adapted to today’s realties and he is happy to hold peace talks in Istanbul.

Supreme Commander-in-Chief for the transformation of NATO’s forces Pierre Vandier said on Wednesday that they will create a force of unmanned naval vehicles to protect underwater infrastructure.

Vandier said this this initiative is to “help protect critical undersea infrastructure across the Baltic and Mediterranean seas.

This comes as in mid-November two submarine communication cables between German, Finland, Lithuania and Sweden were damaged in the Baltic Sea, they were later repaired.
