As the Renters’ Rights Bill returns to Parliament for further debate tomorrow, Propertymark is urging letting agents to act now in anticipation of the most sweeping reforms to England’s private rented sector in a generation.

The proposed legislation, which is gaining momentum, aims to overhaul key elements of tenancy law, landlord obligations, and tenant protections. While the exact timeline for implementation remains unclear, Propertymark says the direction of travel is unmistakable – and early preparation is essential.

Free National Roadshow launched

In response, Propertymark has announced a free nationwide Renters’ Rights Bill Roadshow to help agents, landlords, and industry professionals navigate the changes ahead.

Open to agents, their teams, and clients, each in-person event will include policy briefings, expert panel discussions, and live Q&A sessions, offering practical guidance on how to prepare for the coming reforms.

Key topics include:

+ Ending of Section 21 “no-fault” evictions and replacement possession grounds

+ Transition to periodic tenancies and new notice periods

+ Rent increase processes, evidence requirements, and timelines

+ Rules on pets in rental properties

+ Property standards and compliance expectations

+ Student lets and implications for seasonal turnover

These events are designed to help agents cut through speculation, communicate with confidence, and lead the way in supporting clients.

Nathan Emerson, CEO of Propertymark, said: “The debate taking place in Parliament this Wednesday signals how close we are to meaningful legislative change. Agents must act now to ensure they understand what’s coming and how to manage both compliance and client expectations. Our roadshow gives professionals the opportunity to hear directly from experts, ask questions, and walk away better prepared for the future.”

London – 17 November
Bristol – 24 November
Manchester – 1 December
Newcastle – 2 December
Leeds – 4 December

Propertymark is encouraging agents to use this moment to act, upskill teams, educate clients, and get ahead of compliance challenges.

“Now is not the time to take a wait-and-see approach. This legislation is moving forward, and agents must lead the response. Our roadshow is a vital opportunity to get informed, prepared, and stay ahead of change,” Emerson continued.

Agents are invited to spread the word and demonstrate leadership to their clients by inviting landlords to come along.
