Arsenal, Chelsea and Tottenham are amongst the biggest movers and shakers in the transfer window already. Late on Tuesday night, Arsenal launched an offer of £105m to sign Declan Rice from West Ham, as Standard Sport reported.
Manchester City are also keen on a move for the England international and have seen an offer snubbed too.

West Ham unhappy with £105m Arsenal bid for Rice
It seems that mammoth Arsenal offer for Declan Rice will not be enough to win the race just yet.
The Guardian’s Jacob Steinberg reports that West Ham have not yet accepted the bid, with unhappiness over the payment structure proposed by the Gunners.
It is said that the proposal hasn’t been dismissed out of hand either, with talks continuing and the Hammers apparently expecting a fresh offer from Manchester City on Wednesday.
It is claimed that Arsenal may need to up their offer to £110m to get the deal done, agreeing to pay the guaranteed part of the money fast to avoid being beaten on that front by City.

It’s all going on late tonight with Arsenal’s third bid for Declan Rice now understood to have been made.
And it’s a big one, with The Athletic’s David Ornstein reporting the proposal to be worth a cool £100m up front plus a further £5m in add-ons.
It’s a change in tack from Arsenal, who seem to be done with their policy of incremental increases in search of a deal and have now seemingly met West Ham’s huge asking price for their talismanic captain.
