The goalkeeper had been identified as Mauricio Pochettino’s preferred candidate to provide competition to first-choice shot-stopper Kepa Arrizabalaga following the departure of Edouard Mendy to Saudi Arabia.
Sanchez, who lost his starting berth at Brighton last season, will now undergo a medical having verbally agreed a long-term contract.
The Spanish goalkeeper’s arrival will allow young goalkeeper Gabriel Slonina to go out on loan.
Brighton boss Roberto De Zerbi dropped Sanchez for Jason Steele at the back-end of last season despite him coming through the Seagulls academy and breaking into the team, making 90 appearances.
Sanchez is expected to compete with Kepa for the Chelsea gloves next season.
When confirmed, he will be the sixth major signing made by the Blues this summer. Alternatively, he will be the seventh if Axel Disasi completes his £38.6million move from Monaco beforehand.
