Vladimir Putin is trying to change the “ethnic composition of Ukraine” as Russians are now moving into the four new territories belonging to Kyiv that Russia annexed last September.

The “depopulated” areas in eastern Ukraine which borders Russia are seeing ordinary Russian citizens moving in which is Putin’s plan to further integrate occupied areas into Russian socially, administratively, politically and economically.

They warned  by depopulating and doing repopulation campaigns could amount to a “deliberate ethnic cleansing effort” which is a violation of the Geneva Convention.

The Institute for the Study of War (ISW) is repopulating four partially occupied Ukrainian regions – Donetsk, Luhansk, Kherson and Zaporizhzhia with Russian citizens.

Kremlin ‘ready to welcome anything to hasten’ end the war but it has to be on Russia’s terms

The four regions were in annexed in September 2022 by Vladimir Putin and he said at the time that these lands belong to the Russian Federation and will be for “our citizens for good.”

The ISW warned that this will complicate “conditions for the reintegration of these territories into Ukraine” which comes after the Kremlin said on Thursday they are now “ready to welcome anything to hasten” the end of the war.

Putin has previously stated, “We suggest returning to the talks,” but we’re not going to discuss the choice that people have made in the newly annexed regions, adding Russia is not going to betray it.”

Ukraine’s deputy defence minister, Hanna Malyar warned this week that Russia are “trying to change the ethnic composition of Ukraine” as Moscow are sending Russian citizens from poorer and remote areas into the annexed regions as part of a large scale settlement.

The ISW said, “Russia may hope to import Russians to fill depopulated areas of Ukraine in order to further integrate occupied areas into Russian socially, administratively, politically, and economically, thereby complicating conditions for the reintegration of these territories into Ukraine.”

The ISW further noted that Russian officials continue “to highlight a pervasive anxiety over potential Ukrainian counteroffensive actions.”

Kremlin spokesman Dmitry Peskov said on Thursday, “We are ready to welcome anything that could hasten the end of the conflict in Ukraine and Russia achieving all the goals it has set itself.

“As for the fact that they communicated – that is a sovereign matter for each of these countries and a question of their bilateral dialogue.”

Peskov was asked if Russia and China had discussed restoring Ukraine back to their 1991 borders, the Kremlin spokesman said, “There was no discussion of that.”

The Ukrainian President has firmly stated that peace will only return once all the Russian occupiers are removed from all the territory of Ukraine, which includes the four annexed regions and Crimea.

President Volodymyr Zelensky said in October, “Ukraine has been and remains a leader in negotiating efforts.

“It was our state that had always offered Russia to agree on coexistence on equal, honest, worthy and fair terms.

“Obviously, this is impossible with this Russian President.”

Zelensky stressed that Putin “does not know what dignity and honesty are.

“We are ready for a dialogue with Russia, but with another Russian president.”
